La Constitution de 1992 avait été adoptée par référendum le 19 août 1992 et promulguée le 18 septembre
suivant. A la suite de plusieurs conflits, elle avait été modifiée en 1995, puis en 1998 et enfin en 2007.
Mais les dispositions relatives à la mise en oeuvre de cette révision n'étaient pas encore toutes prises que le
président Ravalomanana devait démissionner le 17 mars 2009, à la suite d'imposantes manifestations conduites
par le nouveau maire d'Antananarivo, Andry Rajoelina, celui-ci devenant alors le président de la Transition. Un
processus de réconciliation nationale impliquant le président de la Transition et les trois anciens présidents
destitués survivants fut alors mis en place sous médiation internationale, mais plusieurs accords ne permirent pas
de parvenir à l'organisation d'élections régulières.
En août 2010, le président de la transition parvint à un accord politique avec une centaine puis avec 178 partis
politiques, mais sans la participation des « mouvances » des trois anciens présidents. Un projet de Constitution
rapidement élaboré fut soumis au référendum le 17 novembre 2010. Les résultats ont été proclamés par la Haute
Cour constitutionnelle le 6 décembre. La Constitution a été promulguée le 11 décembre 2010. On notera que la
nouvelle Constitution présente une très grande ressemblance avec celle de la IIIe République modifiée en 2007. The 1992 Constitution was adopted by referendum 19 August 1992 and promulgated on September 18
following. After several conflicts, it had been amended in 1995, then in 1998 and finally in 2007.
But the provisions on the implementation of the review had not yet taken all the

policies, but without the participation of "movements" of three former presidents. A draft constitution
quickly developed was submitted to a referendum on 17 November 2010. The results were announced by the High
Constitutional Court on 6 December. The Constitution was promulgated on 11 December 2010. Note that the
new Constitution has a great resemblance to that of the Third Republic amended in 2007.
