مواكبة التطور الاقتصادي وتحقيق الرفاهية الاجتماعي والازدهار الثقافي بسبب استغلالها الجيد والعقلاني لمواردها الطبيعية والبشرية المتوفرة .
3- معايير تصنيف الدول اقتصاديا : يتم تصنيف الدول اقتصاديا إلى متقدمة أو متخلفة تبعا لعدة معايير اقتصادية , اجتماعية , ثقافية , أهمها :
أ) المعايير الاقتصادية : وهي أبرز معايير التصنيف وتتمثل في :
- وضعية القاعدة الصناعية (تحويلية = تقدم , استخراجية = تخلف)
- نسبة العاملين في قطاع الصناعة :

العالم المتخلف أكبر من أو يساوي 10%
- مدى القدرة على التحكم في التطور العلمي والتكنولوجي : كونه مفتاح الصناعة الحديثة .
- مقدار إنتاج واستهلاك الطاقة الكهربائية : لدورها الهام في شتى مجالات الحياة اليوم .
- مقدار انتاج صناعة الحديد والصلب : باعتبارها أم الصناعات اليوم .
- متوسط الدخل الوطني الخام :
