كتاب: ظاهرة شح الفتوى

اعتنى الباحثون بمشكلة التجرؤ على الفتوى، لكنهم أهملوا مشكلة الشح فيها، والمتمثل في قلة المفتين أو صعوبة التواصل معهم، مما يعرض المستفتي للوقوع في الحرج والحيرة؛ ولا يحسن بخير أمة أخرجت للناس، أن يتحرج أفرادها بشح من يفتيهم، مع اليقين والجزم التامَّيْن بأن الطاقات والمواهب متوفرة. فمن حق الناس أن يشتكوا إذا لم يجدوا الطبيب أو الدواء، ومن ثَمَّ فحري بالمسلمين أن يشتكوا أكثر إذا لم يجدوا من يفتيهم، لأن الطب في غاية الأهمية فبفواته تفوت الأبدان، وأهم منه الفتوى والتي بفواتها تفوت الأديان. والمطلع على الوتيرة التي تسير بها الأحداث والمستجدات، لا يشك في ضرورة مواكبة المفتين للنوازل والاكتشافات؛ ولأجل ذلك، فكرت في إنجاز هذا البحث لإبراز خطر هذه المشكلة، وبيان أسبابها، واقتراح حلولٍ لها.
