About Pixelator: Pixelate Images
With Pixelator you can quickly pixelate sections of an image to hide identities or to keep some things private.
All you need to do is select an image in your gallery or take a new photo, then simply drag your finger across the areas that you want to keep private and press save to export the newly blurred image to your phone.

Although it probably was not designed for this application, I have found this app extremely useful to convert photos to pixelated images for the purpose of quilting. The ability to change the pixel size is extremely helpful, and they have not found this function in some other pixelation apps.

I tried several photos and it would not pixelate anything, then it asked me if I wanted to save my changes and I said "WHAT CHANGES?!". maybe its my phone - LG nexus
