This app is a very simple one, which just shows an image of a ruler, with no buttons or knobs to turn. The problem is that for my phone, a centimeter on this app was more close to 1.2 cm in the real world. Since this app does not seem to have an ability to calibrate, an error of 20% makes this app only marginally useful at best. I would recommend a different app with a functionality to calibrate.

Its just a picture of a vertical metric ruler but its all I wanted to measure small stuff anyway. Will have to dig out the actual ruler just to make sure.
