Card Engine: Creator is a tool created to rapidly produce and prototype cards. It is fairly minimalist, with the goal of allowing you to quickly create rule sets, without having to put in the time required to do it by hand.

..just so you know. Not really useful at this point, as editing and moving is tedious, and the ability to make stacks, shuffle, stylize and other basic things is nonexistent. Hope this gets finished at some point! Really useful idea.

The market needs something like this, but the app looks unfinished. What it needs is the ability to add custom images. A draw simulation might be nice, but the current features should be finished first.
