It basically cleans out your phone's huge log of application activity and problems. The logcat builds up pretty large and consumes a huge amount of space. It is often used for developing apps and debugging, since it logs any problems encountered and reports software information. Nevertheless, it is not necessary for the phone to properly operate. Not sure why the developer did not take the time to properly explain the app.
