Bülent Arınç, 25 Mayıs 1948'de Bursa'da doğdu. Babasının adı İbrahim, annesinin adı Ayşe Sevdiye'dir. Avukat; Ankara Üniversitesi Hukuk Fakültesini bitirdi. Serbest avukatlık yaptı. Adalet ve Kalkınma Partisi Kurucu Üyesi oldu. 20, 21, 22 ve 23. Dönemde Manisa Milletvekili seçildi. 22. Dönemde Türkiye Büyük Millet Meclisi Başkanı olarak görev yaptı. 23. Dönemde Karadeniz Ekonomik İşbirliği Parlamenter Asamblesi (KEİPA) Türk Grubu Başkanı oldu. Bu görevi esnasında, 60. Hükümette Devlet Bakanı ve Başbakan Yardımcılığı görevine atandı. 61.
