About BL IP-Camera - Free
As long as your mobile phone or tablet with camera and internet functions,
this software can make it easily to become an IP-Camera or a Monitor.
And you can use your PC/NB via the browser ( like IE, Chrome ... etc ) without having to install addition software to monitor your IP-Camera. Or use another phone or tablet as a monitor. All this as long as this one software.
If camera uses 3G network, please confirm with your operator whether the camera has real IP address. Only real IP address can work on camera.
If camera uses WiFi network and viewer uses 3G or other network, camera must configure NAT (Network Address Translation) settings in WiFi router. You can ask your WiFi manufacturer how to configure NAT settings.

It works perfectly if mobile is inside a wifi network and the person that wants to see the cam is over 3G. Only a little problem : the mobile cam always works on port 8080. Even you change the port, you will only see images on port 8080

Mainly motion detection and autonomous recording. Serves well as an IP camera. Doesnt work on device localhost/127.0...(eg.in connection with cam viewer, to do time-lapse recording without internet or motion detecting records to sdcard). Unfortunately no development in past two years.

I've tested a few apps these days, but this one works best for my needs. Combine it with the free iSpy software (for PC) and you've got yourself a very cheap home DVR system. To the guy complaining about the resolution, it's a setting AFTER you started the server. Was able to capture @1280x720 from a Huawei Ascend G510 (which natively supports only 640x480) without any hitch. With roughly 2,5 MB/minute @1280x720, this means you get about 150 MB/hour. The only reason I'm giving it 4 stars is because you have to select Camera / Viewer mode every time you start the app. If you add an option to start directly in server mode, for instance if you want to schedule your device to power on at a certain time and you have set the app to auto-start, you'd get the 5 stars from me. A night mode solution would also be great. (or an option to automatically turn on the flash / night mode if light drops below a certain value + a web command, similar to the http://x.x.x.x:8080/ipcamera?cmd=start / stop)

This app sucks, I put in the camera on the other device and it says failed to open camera and it fails to connect to IP cameras already set up the correct way
