Yes, it can blur. However, there are no instruments for more or less precise work. Brush style circle cant be normally used for people photos, faces, eg.

I loved the app. It does what it said. Blur your picture. I don't know why people have done bad comments. It doesn't even say it turns your pic into DSLR image or HD and dumb people going doing stupid comments. Loved it. 5 stars.
