Queria ele que os padres amassem seus índios, apoiasse a catequese, a civilização e liberdade dos mesmos. A semente germinou a ideia para a criação desta cidade que pode ser vista através de manifestos feitos por Anchieta.
Assim, sob o manto da catequese e da fraternidade nasceu Guarapari. Em 1569, o Padre José de Anchieta percorreu as terras do Espírito Santo como visitador dos jesuítas, encarregado de estabelecer novas aldeias para a catequese dos índios. Nesta ocasião ficou determinado que fosse fundado numa dessas povoações Guarapari.
