規則與原理
第一碼：英文字母代表出生地區，城市
第二碼：性別，1是男性，2是女性
最後一碼是檢查碼，計算時，城市英文字母有相對應的二位數字
中間7碼是序號
前9個字換成數字共10位數字(城市占2位)
由左至右，每個數字乘以倍數後加起來，倍數依序是 1987654321
