Reglamento Congreso Colombiano

COLOMBIA - Ley 5 de 1992

El Congreso de la República de Colombia, representa la Rama Legislativa del estado colombiano, y esta conformado por el Senado (Cámara Alta con 102 Senadores, elegidos por suscripción Nacional) y la Cámara de Representantes (Cámara baja con 166 Representantes por suscripción Departamental).

REGLAMENTO DEL CONGRESO COLOMBIANO

El presente estatuto contiene las normas reglamentarias sobre reuniones y funcionamiento del Senado, la Cámara de Representantes y el Congreso de la República en pleno.

En la interpretación y aplicación de las normas del presente Reglamento, se tendrán en cuenta los siguientes principios:
1. Celeridad de los procedimientos. Guardada la corrección formal de los procedimientos, las normas del Reglamento deben servir para impulsar eficazmente el desarrollo de las labores de todo orden del Congreso.
2. Corrección formal de los procedimientos. Tiene por objeto subsanar los vicios de procedimiento que sean corregibles, en el entendido que así se garantiza no sólo la constitucionalidad del proceso de formación de las leyes, sino también los derechos de las mayorías y las minorías y el ordenado adelantamiento de las discusiones y votaciones.
3. Regla de mayorías. El Reglamento debe aplicarse en forma tal que toda decisión refleje la voluntad de las mayorías presentes en la respectiva sesión y consulte, en todo momento, la justicia y el bien común.
4. Regla de minorías. El Reglamento garantiza el derecho de las minorías a ser representadas, a participar y a expresarse tal como lo determina la Constitución.

La Constitución es norma de normas. En todo caso de incompatibilidad entre la Constitución y esta ley de Reglamento u otra norma jurídica, se aplicarán las disposiciones constitucionales.

El Congreso de la República está integrado por el Senado y la Cámara de Representantes. Sus miembros representan al pueblo, y deberán actuar consultando la justicia y el bien común. Son por consiguiente, responsables ante la sociedad y frente a sus electores del cumplimiento de las obligaciones propias de su investidura. COLOMBIA - Act 5 of 1992

The Congress of Colombia, represents the legislative branch of the Colombian state, and is made up of the Senate (upper house with 102 senators elected by national subscription) and the House of Representatives (lower house with 166 representatives from Departmental subscription).

REGULATION OF COLOMBIAN CONGRESS

This statute contains regulations on meetings and operation of the Senate, the House of Representatives and the Congress as a whole.

In the interpretation and application of the provisions of this Regulation, the following principles shall apply:
 1. speed of proceedings. Formal correction stored procedures, rules of Regulation should serve to effectively promote the development of the work of all sorts of Congress.
2. Formal correction procedures. Aims to correct the procedural errors that are correctable, and with the understanding that not only the constitutionality of the formation of laws, but also the rights of majorities and minorities and orderly advancement of the discussions and voting guarantees .
3. Rule majorities. Regulation should be applied in such a way that any decision reflects the will of the majority present at that session and consult at any time, justice and the common good.
4. Rule minorities. Regulation guarantees the right of minorities to be represented, to participate and express as determined by the Constitution.

The Constitution is the supreme law. In all cases of incompatibility between the Constitution and the law regulation or other rule of law, the constitutional provisions shall apply.

The Congress consists of the Senate and House of Representatives. Its members represent the people, and must act with fairness and the common good. They are therefore accountable to society and to their constituents compliance with the obligations of his inauguration.
